Government and Community Relations in Complex Rezonings

Alliance Residential

The Kenney Group was retained in 2005 by Alliance Residential to devise a strategy in the rezoning of an industrial property one block from Coors Field for a mixed-use apartment development. The rezoning was further complicated by the property's location within a recently formed historic district, and the presence of a landmark warehouse on the property that was to be rehabilitated as part of the project— requiring design review in Denver's Landmark Preservation Commission. Working closely with Alliance and their project team, the Kenney Group created a communications strategy that informed a range of stakeholders and interest groups, including the registered neighborhood organization, the historic preservation community, and members of City Council who were the eventual decision-makers in the rezoning. This approach resulted in support of the project from area neighborhood groups and historic preservation interests, unanimous approval of the rezoning by Denver City Council, and unanimous approval of the design of both the rehabilitated warehouse and a new construction 90-foot building adjacent to the warehouse. The 250-unit luxury apartment development broke ground in spring 2007.

Subsequently, the Kenney Group assisted Alliance Residential in the rezoning approval for a property on the same block, directly across the street from Coors Field. This included convening public and private stakeholders in the area and representing Alliance in solving complicated design issues related to vehicle access. The project's rezoning application received unanimous approval by City Council in spring 2007.
